ENDORSEMENT TESTING is an add-on to your Class 3 or 5 license that allows you to legally haul equipment with a tractor on public roads. Endorsement 23 testing is arranged by Farm Safety Nova Scotia for the spring and fall of each year in Bible Hill and Port Williams. It may also be arranged in other locations if there is demand, pending approval from the Road Safety Division, Department of Public Works.

Minimum requirements for the Condition 23 testing:
- Valid class 3, 5 or 5R Nova Scotia Driver’s license.
- You will need a medical done and it has to be dated within 6 months prior to the test date- Forms and Applications It can sometimes be difficult to get an appointment for the medical – plan to book those right away to be ready for April testing.
Booking Process
For Condition 23 the following booking process applies:
1. Send an email to info@farmsafetyns.ca providing your full name, date of birth, license class, master number, phone number, email address, and preferred test location.
2. FSNS will provide participants with potential testing dates.
3. Obtain a Road Test Receipt from Access Nova Scotia in-person or online. The cost for this receipt is $53.00
4. Provide road test receipt number to FSNS.
5. Receive testing time(s) from FSNS.
6. Attend Test Day.
7. After passing the test, take your license and the paperwork you receive from the examiner to your local Access NS Office to have your license updated. Not all clerks are familiar with Condition 23, and you may have to ask them to call Vehicle Compliance to confirm your Condition 23.
You will need to complete a medical form every three years when you renew your license.
Road Test Information
The Testing Officer will:
1. Validate your driver’s license, registration, insurance, medical & collect the road test receipt.
2. Ask you to perform a pre-trip inspection.
3. Driver must unhook and re-hook the implement from the tractor.
4. Drive a course as determined by the examiner to show the use of the tractor controls.
5. Back and park the vehicle (note: a spotter is not permitted); and
6. Review Load Securement.

Endorsement 15 Testing
Endorsement 15 can be tested for at any time at your nearest Access Nova Scotia location. Here’s the procedure:
You need to obtain a Road Test Receipt, which costs $53 and can be purchased online here: https://beta.novascotia.ca/pay-road-test-driving-test or at an Access NS location.
Once you have the receipt you can book your test at Access NS by calling 1-800-898-7668
Here’s what to expect:
You will need to have someone bring the truck and trailer to the testing location for you.
When you arrive for the test, the Testing Officer will:
Validate your Driver’s license, registration, and insurance and collect your road Test Receipt.
You will be asked to perform a pre-trip inspection
You will have to hook on to the trailer, and drive a course as determined by the testing officer. The course includes going around “town” or on roads adjacent to the Access NS location, plus traveling on the 100 series highway.
When you return to the Access NS location, you will be asked to back into a parking spot and un-hook the trailer.
The testing officer will also ask you about proper braking techniques, trailer hookup and safety chains.
Following the successful completion of the test, you will need to take the paperwork and your current license in to Access NS and ask that the endorsement be added to your license.
Endorsement 15 will renew as part of your license renewal, so you don’t have to re-take the testing periodically.
